| Description | Responsible for directing all aspects of Human Resource Management for the Agency. Responsible for developing, directing and implementing a full range of human resources policies and programs in accordance with the Agency's strategic goals and legal requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. * Provides leadership and oversight for the day-to-day management of human resources. * Directs the agency’s recruiting, selection and staffing program. Ensures that agency management maintains appropriate hiring practices. Ensures that supervisors are selecting or rejecting applicants in conformance with legal requirements. * Counsels staff, supervisors and management in order to attempt to resolve employee-related problems. * Oversees the implementation and administration of employee benefit programs. * Oversees payroll administration to ensure compliance with government regulations and Agency policies and procedures. * Reviews and approves disciplinary actions recommended by supervisors. May consult with agency legal counsel to address issues that may involve legal ramifications. * Interprets and administers agency rules and regulations in a fair and equitable manner. * Establishes and reviews salary levels to maintain equity within the salary structure. Determines resolutions to complex pay problems and issues. * Counsels employees and management on applicable agency policies and state and federal law pertinent to employee relation issues. * Receives complaints from employees and management and attempts to negotiate resolutions of problems. Ensures that allegations of misconduct and performance issues are appropriately documented and followed up on. * Develops, oversees and monitors the performance evaluation system, based on established criteria. * Works with Department Directors to review and revise new and existing job descriptions. * Oversees disciplinary process within the agency to ensure actions are implemented in a fair and consistent manner. Directs the development of agency policy in various areas of employee relations, including discrimination and sexual harassment. * Responsible for development and implementation of new employee orientation program. * Directs the investigation of complaints filed within the agency and charges filed through state and federal agencies. May consult with legal counsel. Reviews and recommends a course of action to the Executive Director. * Administers the EEO and Affirmative Action programs for the agency and is the designated EEO officer for the agency. * Directs and oversees the personnel and medical records for all employees ensuring compliance with state regulations maintaining strict confidentiality of information and documents. * Establishes and directs agency safety program including safety meetings, safety inspections, accident investigations and training. * Compiles and updates the employee handbook. * Confers with management to determine training and development needs and develops long range programs accordingly. * Compiles required reports and correspondence. * Serves as a member of the EMT, ALC and Health and Wellness adivisor. * Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES Manages one subordinate supervisor who supervises a total of three employees in the Reception. Is responsible for the overall direction, coordination, and evaluation of this area. Also directly supervises one non-supervisory employee. |

| Qualifications | EDUCATION and/or EXPERIENCE: Bachelor's degree (B. A.) from four-year college or university; plus a minimum of seven years non-profit experience including two years of human resources management level experience and/or training; or equivalent combination of education and experience. Extensive knowledge of employment laws and practices. Strong organizational, supervisory and administrative skills. Excellent Computer skills in Microsoft Office Software.
